    Leidos is seeking a Business Analyst with practical knowledge in taxation and in leading the creation and management of business requirements, including articulating business requirements to information technology organizations within a large federal agency. The Business Analyst should understand the needs of the business’s organization and be innovative in how they will stay abreast of ongoing strategies, plans, roadmaps, and implementation plans. Because requirements and application testing are inextricably linked, the Business Analyst will often have a role in overseeing and/or supporting testing.

    Primary Responsibilities:

    Research system/user problems using various analytical and research techniques within a tax policy context. Apply proficient computer skills to include the use of Microsoft Word, Outlook, Excel, & PowerPoint. Create requirements and specifications for business solutions. Collaborate with team members to collect, analyze, and evaluate information from multiple sources. Present findings and recommendations to Information Technology developers and other stakeholders. Write and document business requirements, functional requirements, and design specifications. In collaboration with developers, create test plans, test cases, and test scripts to validate business requirements and test and/or coordinate testing of new installations or upgrades. Consult with vendors or technical staff to ensure that functionality of automated system is consistent with adherence to laws, regulations, and best practice by user standards.

    Basic Qualifications:

    Experience with system change request testing and data creation. Project management skills with the ability to administer multiple projects. Good interpersonal skills and communication with all levels of the organization. Well-developed organizational and time-management skills. Ability to multitask, prioritize, and manage time efficiently. Ability to analyze problems and strategize for better solutions. Has problem-solving capability and ability to clearly present technical information. Requires practical knowledge of the professional discipline, typically obtained through advanced education combined with experience. Has general understanding of industry practices and standards. Bachelor’s degree and 4 or more years of prior relevant experience. Additional years of relevant experience may be considered in lieu of degree. Ability to be cleared by the US Government via a Minimum Background Investigation (MBI)

    Desired Qualifications:

    Knowledge of Income and/or Business taxes. Experience working on projects in an IRS/Treasury environment. Has experience working with Agile methodologies and scrums teams. Web development certification(s).

    Pay Range:

    Pay Range $68,900.00 – $124,550.00

Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
